The Elizabeth M. Boggs Center on Developmental Disabilities
The Boggs Center is part of the University of Medicine and Dentistry of New Jersey (UMDNJ)-Robert Wood Johnson Medical School, Department of Pediatrics. The Boggs Center promotes a community-based, life span approach to the delivery of community supports for people with developmental disabilities.
The Boggs Center provides community and student training and technical assistance, conducts research and model demonstrations, disseminates educational materials, and responds to requests for information. Activities of The Boggs Center are guided by our Consumer Advisory Council and partnerships with people with disabilities, families, state and community agencies, and policy makers.
The federal Administration on Developmental Disabilities originally designated the Center as the University Affiliated Facility of New Jersey in 1983; the Center was renamed in memory of Elizabeth Monroe Boggs, Ph.D., in 1997.
Funding for The Boggs Center is provided by the federal Administration on Developmental Disabilities, Administration for Children and Families, U.S. Department of Health and Human Services; the NJ Division of Developmental Disabilities; the NJ Department of Education; the NJ Department of Health and Senior Services; as well as other grants, contracts, and per diem training and technical assistance.
National Network
The Boggs Center is part of a national network of University Centers for Excellence in Developmental Disabilities Education, Research, and Service sponsored by the Administration on Developmental Disabilities, Administration for Children and Families, U.S. Department of Health and Human Services.
The purpose of University Centers, as outlined in the Developmental Disabilities Assistance and Bill of Rights Act, is to provide a leadership role in the promotion of independence, productivity, integration, and inclusion of people with developmental disabilities and their families.
University Centers implement their purpose through these activities, delivered in a culturally competent manner:

Interdisciplinary education of students and fellows at the graduate, post graduate, and undergraduate levels

Continuing education for individuals who support or assist individuals with developmental disabilities and their families

Community and family education, technical assistance, and model demonstration activities

Applied research and policy analysis

Dissemination of information and research findings and policy analyses
Mission
The Elizabeth M. Boggs Center, as a University Center for Excellence in Developmental Disabilities, values uniqueness and individuality and promotes the self-determination and full participation of people with disabilities and their families in all aspects of community life.
As a catalyst and resource, The Boggs Center, through partnerships and collaborations, builds capacity in organizations, systems, and communities in a culturally comptetent manner. The Boggs Center prepares students through interdisciplinary programs, provides community training and technical assistance, conducts research, and disseminates information and educational materials.

NJ Definition of Developmental Disability
A severe, chronic disability of a person which:
- Is attributable to a severe mental or physical impairment or combination of mental and physical impairments;
- Is manifest before age 22;
- Is likely to continue indefinitely;
- Results in substantial functional limitations in three or more of the following areas of major life activity:
- Self-care
- Receptive and expressive language
- Learning
- Mobility
- Self-direction
- Capacity for independent living
- Economic self-sufficiency
- Reflects the person's need for a combination and sequence of special interdisciplinary, or generic care, treatment or other services which are life-long or extended duration and are individually planned and coordinated.
- Developmental Disabilities include, but are not limited to: mental retardation, autism, cerebral palsy, epilepsy, spina bifida and other neurological impairments where the above criteria are met.
